The Mobile World Congress is behind us. Vodafone, Verizon, China Mobile have taken the lead to ensure LTE does not suffer unnecessary delays and uncertainty, pursuing aggressive trial and rollout plans and selecting winners and losers in the vendor community. However overall, 2009 will be the year of business case consolidation for operators rather than of aggressive spending on new technology. A client recently remarked to me that “flat is the new growth.” In that context, it is unlikely most operators will invest heavily in new rollouts for either LTE or mobile WiMAX.

In the midst of this difficult context, it looks like India’s much anticipated spectrum auction will suffer more delays - at least until the 15th Lok Sabha general election that is to be held in May 2009, as the government and regulating body fight over reserve prices. The delay will certainly benefit the incumbents BSNL and MTNL, who have been provided early access to the precious spectrum. However, the government’s objective of reaching 10 million broadband lines by 2010 is already impossible to achieve. The social and economic costs to a country relying on knowledge-based exports will be far greater than the mere hundreds of millions at stake in the dispute for reserve prices.

What the Economic Crisis Means for BWA in

The economic downturn has affected the operations and revenue margins of many operators and equipment vendors. The crisis intensified in Q4 2008, when WiMAX subscriber growth for the LATAM region slowed down, falling from a 21% growth in the second quarter, to 19% in the third quarter, and a 17% growth over the fourth. The year 2008 drew to a close with just over 460,000 BWA/WiMAX subscriptions for the region. Did You Know?

During the last quarter, operators added fewer subscribers than in previous quarters. This is mostly a result of the economic recession, together with a change in marketing strategies of certain operators. For instance, Clearwire’s consolidated churn rate increased primarily due to significantly reduced marketing efforts in its pre-WiMAX markets, in order to concentrate its efforts in the new WiMAX network deployment and the XOHM merger.
